This week, Sky News released a shocking leaked recording exposing a Clarion Housing Group manager instructing staff to falsify fire safety documentation — specifically, to pretend that an essential fire safety notice for vulnerable residents had been installed when it hadn’t.


Clarion, the UK’s largest housing association managing more than 125,000 homes, has come under intense scrutiny from tenants, campaigners, and regulators — especially given the post-Grenfell focus on safety and accountability in social housing.

According to the report:

  • The recording captures the manager coaching an employee to “just put it on a wall and take a picture” and warning, “don’t tell anyone I told you this.”

  • The sign was meant to alert residents with disabilities or vulnerabilities to register for personal fire safety plans — a key post-Grenfell requirement.

  • The issue was reportedly raised internally in 2023 but only investigated in 2024, with the manager dismissed earlier this year.

  • Whistleblowers described a wider “culture of box-ticking” rather than genuine safety assurance.

  • Clarion says it has since conducted a full investigation and “regrets that this was not acted on sooner.”
